Q1:
Procedure for Application of Birth Extract

A:
You may apply for a Birth Extract using eXtracts Online. An extract is a certified true copy of the Birth Certificate. ICA's Registry of Births and Deaths maintains all the birth records, which were registered in Singapore since 1872.
Under the Registration of Births and Deaths (RBD) Act, any person, may apply for a certified birth extract, as long as he is able to furnish the necessary information and upon payment of the prescribed fee.
If a Birth Extract is issued for a child less than a year old, then the child's name on the Birth Certificate cannot be altered under Section 11 of the RBD Act.
To apply for a Birth Extract, you must provide the following information :
  • the Name, Sex and Date of Birth contained in the Birth Certificate; AND

  • Singapore Birth Certificate number; OR Singapore NRIC number of the Birth Certificate holder

If you are unable to provide the above information, you are required to submit an application to search for the record.
After completing the eXtracts Online application form, you may submit the form electronically. You will need an e-mail account and any one of the following for submitting an application using eXtracts Online:
  • VISA Card; or
  • MasterCard Credit/Debit Card; or
  • American Express Card (AMEX); or
  • Internet Banking (Citibank, DBS/POSB or UOB)
The processing time for the Birth Extract is 6 working days after the submission of your application (excluding the day of submission and collection). Some cases may take longer time. For such cases, we will inform you when the extract is ready for collection.
Fees (Application of Birth Extract)
Each extract cost S$40 (incl GST). Upon successful application, fees paid are not refundable.
Collection (Application of Birth Extract)
For local applicants, you may choose to receive the extract by registered post, or to collect at Counter 32 of the Registry of Births & Deaths.
For overseas applicants, you will receive the extract by registered post.
You are required to pay the postage fees if you wish to have the extract delivered by post. Please select the appropriate country of delivery, in the application form for the required postage fees.
ICA will not be liable for any replacement of extract should it arrive bent / crumpled.
If you are collecting the extract personally, you should bring along your identification document (IC / Passport) and official payment receipt. Without the official payment receipt, you must furnish the application number.
Alternatively, you may wish to authorise someone to collect the extract (by proxy). The proxy shall bring along his identification document (IC / Passport), the official payment receipt and a letter of authorisation stating the proxy's name and identification number.
If the extract is not collected within 3 months, it will be destroyed and the usual fee will apply if you make a subsequent application.

Procedure for Application of Death Extract

A:
You may apply for a Death Extract using eXtracts Online. An extract is a certified true copy of Death Certificate. ICA's Registry of Births and Deaths maintains all the death records, which were registered in Singapore since 1872.
To apply for a Death Extract, you must provide the following information :
  • the Name, Sex and Date of Death contain in the Death Certificate; AND
  • Singapore Death Registration Number; OR If the Deceased died within the last 5 years, the Deceased's NRIC / Birth Certificate Number.
If you are unable to provide the above information, you are required to submit an application to search for the record.
After completing the eXtracts Online application form, you may submit the form electronically. You will need an e-mail account and any one of the following for submitting an application using eXtracts Online:
  • VISA Card; or
  • MasterCard Credit/Debit Card; or
  • American Express Card (AMEX); or
  • Internet Banking (Citibank, DBS/POSB or UOB)
The processing time for the Death Extract is 4 working days after the submission of your application (excluding the day of submission and collection). Some cases may take longer time. For such cases, we will inform you when the extract is ready for collection.

Individuals who wish to obtain a Birth Extract, but do not have the required information are required to apply for a search of the record. The period of search must be specified. A search will then be performed on all the birth records within the period specified. Please note that the Registry of Births & Deaths only maintains birth records, which were registered in Singapore since 1872.
When the search is successful, you will be advised to apply for a copy of the extract.
You may complete the eXtracts Online Application Form and submit the form electronically. You will need an e-mail account and any one of the following for submitting an application using eXtracts Online:
  • VISA Card; or
  • MasterCard Credit/Debit Card; or
  • American Express Card (AMEX); or
  • Internet Banking (Citibank, DBS/POSB or UOB)
We will inform you of the search result via email.

A: You are required to submit two separate applications, i.e. one  for a Birth Extract and the other for a Death Extract
